She represents clients before the Texas Legislature and provides strategic counsel on legislative and public policy matters.
Before joining Davis Kaufman, Brooke spent a decade serving as Chief of Staff in the Texas House, where she managed legislative teams and developed legislative and political strategy. Her work spanned major areas of state policy, including health care, education, the judiciary, transportation and infrastructure, local government, and the state budget.
Known for being trusted, responsive, creative, and persistent, Brooke brings a practical, solutions-oriented approach to client matters. She is skilled at quickly assessing complex issues, navigating legislative and procedural challenges, and building consensus among competing interests. Her deep understanding of the legislative process and strong relationships across the Capitol help her anticipate obstacles, identify opportunities, and find a path forward.
Earlier in her career, Brooke served as a District Director and Policy Advisor in the Texas House and as Campaign Director for a successful State House campaign, overseeing campaign operations, ethics compliance, and campaign finance reporting. Together, these roles have given her a broad understanding of the legislative, political, and regulatory environments in which clients operate.
Throughout her career, Brooke has made mentoring and developing younger Capitol staff a priority. A native Austinite, she and her husband are raising their two children in the community she has long called home. She is actively involved in her children’s schools and parent organizations, serves on the board of her neighborhood civic organization, and volunteers with Meals on Wheels Central Texas and Partnerships for Children.
Brooke earned a Bachelor of Arts in Political Science and Sociology from the University of Missouri and a Master of Public Administration, with a specialization in Public Finance, from Texas State University.
